·        To translates policies and advice on the Board’ss mandates on provision of loans for financing higher education as directed by Government’s policies on higher education.
·        To carry out research activities and matters of interest to the Board and advice the Executive Director accordingly.
·        To formulate and review both corporate and strategic plans of the Board and recommend its approval.
·        To monitor and evaluate the performance of HESLB plans and budgets.
·        To formulate and put in place appropriate ICT strategy.
·        To formulate appropriate ICT policies for approval by the Board.
·        To ensure that ICT Systems and equipments are up to date and functioning at all times.
·        To identify and maintain a database for scholarships and awards that may be available to needy Tanzania applicants.
·        To coordinate the preparation of operational plans and budget of the Board.
·        To project and maintains a database on potential loan applicants.
