The Board is governed by a team of fourteen members headed by the Chairman. The Secretary to the Board is also the Chief Executive. The current members are:

HESLB Organization Structure

In terms of decisions on policy issues, the Board is composed of 15 board members including the Chairman. The Chairman is answerable to the Minister for Higher Education, Science and Technology. In terms of management the Board is headed by an Executive Director. Under the Executive Director there are 4 Directors who head 4 directorates namely:- Loan Allocation and Disbursement Directorate, Loan Repayment Directorate, Planning Research and ICT Directorate and the Finance and Administration Directorate. Each directorate has a number of senior and junior staff who work under each Director.
